Background: The National Agreement & Remodelling Agenda
The National Agreement on raising standards and tackling workload was signed by government, employers and school workforce unions on 15 January 2003.
The agreement acknowledged the pressure on schools to raise standards and tackle unacceptable levels of workload for teachers.
Subsequently schools have undergone dramtic changes, resulting in the employment of more people than ever before, including almost half a million support staff.
To provide the best possible outcomes for children, schools must create conditions that enable all staff to realise their potential: a culture where all staff are valued and enjoy high morale and job satisfaction.
The School Workforce Development Board was established in 2004 to guide the TDA'S work on training and development for support staff.
